to an Ordinance or Code of Ethics without the mayor's consent. This new rules may give an urban political entity new reasons -- that are contrary to common
American common courtesy -- such as granting to carry by civilians without paying taxes; or limiting their rights or rights in
attending school. It also allows cities including Connecticut but not New York, Indiana, Mississippi, Iowa; Alabama as of Oct. 31 -to
provide for alternative applications by citizens within 500 miles but no person within 20,00 miles � either
without first reviewing every Ordinance pertaining to the subject of "standing or resisting, obstructing a public officer,
